How should an AI worker hotline hand over unresolved cases in the morning?
Give every overnight worker case an accountable owner, an acknowledged handover and a next action before the morning team starts work.

Hand over responsibility for each open case
An AI worker hotline should hand over unresolved overnight cases through a shared case queue. Each case needs a current status, a named responsible person or staffed team, a next action and an agreed response deadline. The incoming team must acknowledge responsibility. Sending a morning summary alone does not complete the handover.

Separate a completed call from a resolved problem
Suppose a worker calls at 05:40 because the expected transport has not arrived. The AI records the report and notifies the duty coordinator. At 07:00 the day team starts. The call is complete, but transport may still be missing. A label such as 'handled by AI' tells the incoming coordinator too little.
Keep separate fields for the conversation outcome and the operational case status. For example, the conversation can be 'report received', while the case is 'awaiting transport confirmation'. Show the last verified update and what remains unknown. These are example labels to adapt to the agency, not a required industry standard. Urgent cases must follow the agreed duty route immediately; they must never wait for a scheduled morning report.
Agree when ownership actually changes
Define who owns a case before, during and after shift change. An assignment to the day queue should remain pending until a designated person or staffed team accepts it. Record the acceptance time and preserve the previous owner in the history. Agree how long the outgoing team remains responsible and who covers a gap if that person has finished duty.
If nobody accepts by the configured deadline, notify the agreed backup or supervisor. The AI must not invent a replacement contact or assume that an email was read. A delivery receipt shows that a message reached a system; it does not show that a coordinator has taken responsibility. NIST AI RMF 1.0 supports clearly documented responsibilities and human oversight. The specific handover mechanism is an operational choice.
Make the morning view useful without copying every transcript
For each open case, show its identifier, authorised worker reference, branch, relevant workplace or shift, last update, next action, responsible team and response deadline with time zone. Link to the controlled case record for further detail. Distinguish information reported by the worker from an action confirmed by staff or a connected system.
Limit the report to what the recipient needs. The European Commission's GDPR guidance sets out data minimisation, accuracy, storage limitation and security principles. A broad management email should not reproduce health details, housing access codes or a complete call transcript. Agree access and retention for exported reports as well as the original case. Removing data from one system does not remove copies sent elsewhere.
Keep late updates attached to the same case
A report generated at 06:55 is a snapshot. If transport is confirmed at 06:58, the 07:00 team needs the current case record before acting. Display when the summary was generated and when each case last changed. A changed case should prompt review rather than silently replacing a coordinator's accepted task.
When the worker calls again, check whether it concerns the existing issue before opening another case. Preserve the new information and its time. Do not merge reports just because two callers share a phone number, workplace or surname. Conflicting accounts and uncertain identity require human review. An updated summary must not erase the original report.
Close the case only after the authorised outcome
Agree what evidence permits closure for each workflow. In the transport example, a notification to the transport team is not proof that the worker was collected. The responsible person should record the verified outcome, any remaining action and the communication sent to the worker. If the worker cannot be reached, use an explicit pending state rather than marking the issue resolved by silence.
AI can organise the queue and relay an approved status within the agreed configuration. It must not decide fault, pay, disciplinary action, fitness for work or access to an assignment. It should not downgrade safety concerns because a shift has changed or close a disputed case to improve a dashboard metric. Authorised people decide exceptions and employment consequences.
Ask the supplier to demonstrate a real shift change
Use fictional cases to test an absent incoming coordinator, an update arriving after the report, a repeat call and a failed notification. Follow the case through the actual tools staff will use. Check that ownership remains visible, the backup receives the exception and the worker is not promised a response time that nobody has accepted.
During the pilot, review cases without an acknowledged owner, overdue next actions, time from handover request to acceptance and cases reopened after premature closure. Compare the same reporting window and case types before and after launch. Set targets from your staffing coverage and worker needs. Is a morning email enough to hand over overnight cases?
An email can summarise the night, but each unresolved case still needs a current record, an accountable owner and an acknowledged next action. Message delivery alone does not prove that someone has accepted responsibility.
What happens if the incoming coordinator is absent?
Use a backup agreed before launch. Keep the case visibly unaccepted and notify the responsible supervisor when the acceptance deadline is missed. Do not let AI invent a replacement owner.
Can AI close a case after sending a notification?
Sending a notification does not establish that the underlying problem is resolved. Closure must follow the agreed evidence and authority rules; disputed cases and decisions affecting employment require an authorised person.
