Who should see worker hotline cases across staffing branches?

Define branch case access, headquarters reporting and temporary cover before deploying a shared AI worker hotline. Includes practical permission tests.

Start with the task each person needs to perform

Give branch staff access to the worker cases they are authorised to handle. Give headquarters the operational reporting it needs, with individual details available only for an agreed purpose and role. Treat recordings, exports and access administration as separate permissions. A shared workforce platform does not require everyone to see every conversation.

Write permissions as actions, not job titles

For each role, specify which branch and case categories it covers, which fields it can read, and whether it can edit, assign, close or export a case. Add recording playback separately if calls are recorded. 'Branch manager' is too vague: managing a queue and downloading all worker conversations are different actions.

For example, a transport coordinator may need the pickup location and a contact method for a failed journey. That does not establish a need to read the worker's unrelated pay query. Use fictional cases to agree this boundary with the operational owner and privacy team. NIST SP 800-53 provides reference controls for access enforcement, least privilege and audit records; it is not an Anahera certification.

Let headquarters see patterns without opening every case

Start a management view with case volumes, unresolved work and response times by branch. Ask what decision requires a name, transcript or recording before adding one. A central report about repeated transport failures may need the route and affected shifts without every caller's account of their personal circumstances.

Do not assume removing names makes a report anonymous. A very small group, precise time or distinctive free-text description may still identify someone. Review combinations of fields and restrict detailed drill-down. The Commission's GDPR guidance explains purpose limitation, data minimisation and security. The proposed reporting design applies those principles; it does not settle the organisation's legal basis or data-sharing arrangements.

Make temporary cover expire

When one coordinator covers another branch for a weekend, specify the covered queue, permitted actions, approving person and end time. Use the substitute's own account. Sharing the absent colleague's login makes it harder to establish who acted and can leave access open after the shift ends.

Test removal of temporary access against an already open session as well as a fresh login. Decide what happens to cases still assigned to the substitute. For a permanent branch move, review historical-case access explicitly instead of assuming it follows the worker or coordinator automatically. Record the ownership change without copying the full case history into both branches.

Check notifications and integrations as well as the dashboard

A restricted dashboard is not enough if an email alert contains the entire transcript. Keep notifications to the minimum needed for the next action and link to an authenticated case where appropriate. Check recipient groups, forwarded messages and scheduled exports. Once a file has been downloaded, changing dashboard permissions does not retrieve that copy.

Give ATS or CRM integrations an approved scope too. During acceptance, try a direct case link and a supported API request as a user from the wrong branch. Ask the supplier to demonstrate that the server refuses access. Hiding a navigation item is not evidence that the underlying record is protected. Run these checks only in the agreed test environment with fictional records.

Keep permission and employment decisions with people

The assistant can apply approved routing rules, but it should not grant access because a caller claims to be a manager or says the matter is urgent. An authorised person approves exceptions through the agreed process. If emergency access is needed, define it beforehand with a limited scope, logging and subsequent review.

AI must not use case access or accumulated hotline reports to decide pay, discipline, dismissal or worker suitability. An operational case is not a verdict about its subject. NIST AI RMF 1.0 calls for clear responsibilities and human-AI roles. Name the person who approves the access model and the team that investigates an unexpected disclosure.

Ask for evidence before adding the next branch

Create two fictional branches and accounts for a local coordinator, headquarters viewer and temporary substitute. Verify that each permitted action succeeds and each forbidden action fails, including search, direct links, exports and recording access. Then remove the substitute's access and repeat the checks. Keep expected and actual results alongside the tested configuration.

Agree who reviews access after staff changes and at a regular interval suited to the operation. Check that access changes and relevant case actions are attributable without storing unnecessary call content in logs. If another branch's case becomes visible unexpectedly, stop the affected rollout, preserve evidence and follow the organisation's incident procedure before expanding access.

Does headquarters need access to every worker recording?

No automatic requirement follows from central reporting. Start with operational summaries and grant recording access only for an approved purpose, role and scope, if recording is enabled at all.

How should a coordinator cover a different branch?

Use an individual account with approved temporary access to the relevant queue and actions. Define an end time, reassign unfinished cases and verify that access is removed, including in an existing session.

Is a separate branch dashboard enough to prove data separation?

No. Test search, direct case links, exports, recordings, notifications and agreed integration paths. The server must enforce the access rules even when someone bypasses the normal navigation.
